Creating Universities as Centers of Excellence requires promoting research as the two complement each other. Fostering capabilities in people to ensure latter (i.e. quality research) will lead to the achievement of the former (i.e. University as a Centre of Excellence). Supporting research also ensures organization of learning where the faculty ploughs back latest developments into the classroom thereby enriching the academic delivery.
